Export and what the editor does not do
RDA is one of the formats you can export as a file for Google Ads Editor. Export is on every plan, Free tier included. The editor does not submit the ad to Google Ads, and it does not check Google's ad policies.
Google's own spec is at https://support.google.com/google-ads/answer/7005917. If it disagrees with the editor, the editor's counter is what a person can type.
